Fix Netlist STA Reproducible + Update Docs (#1610)

+ Update reproducible uploading docs
+ Documented a number of missing configuration variables
~ Fix an issue where netlist STA reproducibles would attempt to use `CURRENT_ODB` and crash
- Removed a number of unused configuration variables
